DPW: Mission Statement & Divisions

The Department of Public Works is responsible for overall management of the Department of Public Works and its divisions (administration, shop operations, solid waste, inventory control, water/wastewater production, distribution and collection, engineering services, system control mechanical, and fleet management) in planning, developing, performing maintenance and repairing all systems within the Gila River Indian Community, under the direction of Tribal Administration.

Mission Statement:

  • To provide the residents of the Gila River Indian Community with a reliable supply of drinking water, both in quantity and quality.
  • To maintain a high standard in collection and treatment of wastewater; collection and disposal of solid waste. 
  • To maintain a high level of engineering services and information to the residents and businesses on all water, wastewater, and solid waste related matters. 
  • To provide dependable Fleet Management Services for all Community vehicles.
  • To provide these services at an economical cost consistent with good business practices.


The Department of Public Works is comprised of eight divisions:

DPW: Administrative Division

This division provides a variety of essential functions to support the department and ensure that business functions smoothly on a daily basis. Specific duties include:

  • Commercial billing for water, sewer, and solid waste accounts payable
  • Filing/file maintenance
  • Human resources
  • Procurement
  • Information and systems management
  • Travel requests
  • New customer accounts
  • Customer relations
  • Data entry
  • Tracking of training programs
  • Work order management

DPW: Engineering Division

This division is responsible for civil engineering design and construction of new water and sewer distribution, collection, and treatment facilities. Services provided include:

  • Construction inspection
  • Contract management
  • Rights-of-way acquisition
  • Plan reviews
  • LUAR feasibility reviews
  • On site designs (septic/sewer and water services)
  • Site reviews for new homes (DHD and DCH)
  • Septic system repairs/replacements
  • Capital Projects budgets

DPW: Fleet Management Division

This division provides preventive maintenance and general repair services to all Community vehicles (approximately 1200) including cars, trucks, and vans. Services are being expanded to also include specialty and heavy equipment. Specific duties include:

  • Preventive maintenance
  • General repairs
  • Travel inspections
  • Fleet travel requests
  • Fleet motor pool
  • Tire services
  • Vehicle purchases
  • Vehicle transfers
  • Vehicle refurbishments
  • Fleet policies and procedures

DPW: Inventory Control Division

This division provides for warehouse operations and support to all other divisions within the department.

  • Inventory restocking
  • Maintains parts and supplies to assure that water/wastewater system repairs can be accomplished
  • Responds to emergency on-call services for warehouse supplies support
  • Coordinates internal GRIC training scheduled for the department

DWP: Water & Wastewater Division

This division provides essential 24 hour service to the Community in maintaining water delivery and wastewater collection services, including:

  • Operation and maintenance/repairs to 280 miles of water distribution pipelines
  • Operation and maintenance/repairs to 58 miles of sewage collection pipelines
  • Rehabilitation services (water/wastewater)
  • Distribution system construction
  • Collection system construction
  • Repairs and maintenance at 11 water storage tank sites
  • Repairs and maintenance at 29 pumping systems (both water and wastewater)
  • Septic tank pumping services (maintenance and emergency)
  • Blue-staking services

DPW: Solid Waste Division

This division provides for the collection and disposal of residential and commercial trash throughout the Community, as well as recycling services in Districts 1 – 4.

  • Residential trash collection 2 times per week
  • Elderly route trash collection weekly
  • Commercial trash collection daily to weekly as needed
  • Recycling collection every other week (Districts 1 – 4)
  • Bulky trash collection rotated weekly by District
  • Operation of Transfer Station in District 3, Monday – Saturday 7:30 AM – 3:00 PM and closed on Sunday
  • Waste disposal (tipping) at off Reservation municipal landfills or transfer stations
